The Trustees of The Ohio Youth Rugby Foundation believe that the emergence of the Ohio Rugby Union as the developer of the best rugby players in the United States is contingent upon the development of the sport at the high school level in Ohio. Accordingly, the Trustees established the foundation in 1994 as a Not-for-Profit Ohio corporation. The purpose of the foundation is to act as a charitable public foundation independent of the Ohio Rugby Union, the Midwest Rugby Union, and the United States Rugby Union, to raise funds to support youth rugby in the State of Ohio.

In March 1994 the trustees established the Ohio Rugby Classic organizing committee to take over the planning and operation of the annual Ohio XV's tournament with the idea of making the tournament a profitable event with the net proceeds pouring into the foundation's youth rugby development fund. The results of the organizing committee's effort was the April 1994 Ohio Rugby Classic. The organizing committee has already put a lot of hard work into the 2007 Ohio Rugby Classic and hope this year will provide a considerable boost in the development fund's assets.
